On March 27, Morgan Hugo asked Jayme Holliday for an update on the status of COngressman Evan's support. On April 3, Jayme Holliday confirmed to Morgan Hugo and Sophie Poost that Representative Evans had asked to be added and that they were waiting for confirmation from Amy Bos. Holliday's email says:
Hi Morgan,

We have asked Amy in Rep. Sensenbrenner???s office to add Rep. Evans to the act. I have not yet received confirmation, and called their office to confirm she is the correct contact since we didn???t hear back from her before. If his name is not added to the bill by close of business Friday, I will follow up with their office again.

Thank you,
Jayme

On March 7, Morgan Hugo emailed Jayme Holliday (and cc'ed Sophie Poost) sharing the bill comparison with the previous iteration and asking for cosponsorship.

On March 22, Sophie Poost followed up asking why Evans was such an early supporter of the last iteration but hadn't signed on yet.

Hi!
I called Representative Evan???s office 2 weeks ago about cosponsoring the DIA (HR 55, S117). The is a civil rights bill and very important for the disability community of Philadelphia. Will Representative Evans confirm for me that he will cosponsor the bill?

1. This bill ensures that Disabled Americans are not denied their civil rights through unwanted institutionalization.

2. There is no opposition to this bill. It is supported by the entire Disability Community including Paralyzed Veterans of America, the Bazelon Center, the Consortium of Citizens with Disabilities (CCD) and the National Disability Rights Network as well as progressive organizations like MoveOn.org, SEIU, and the Leadership Conference on Civil and Human Rights.

3. Community based services are more cost effective and shifting from institutional to community based services is shown to contain costs.

4. Community based services keep families together.

5. This bill does not interfere with funding for institutional providers but still ensures that Disabled Americans are not denied their inalienable rights.

6. This bill ensures choice but doesn't force closure of facilities or restrict the opportunity to choose an institutional placement.

on 2/12 Sophie sent the following email:

Hello Darrell,

I wanted to follow up again as this was the email your office provided me with. I dropped by the office about a month ago, however you were unavailable at the time and I haven???t heard from you since. I wanted to ask if Representative Evans will cosponsor the Disability Integration Act again. The DIA was reintroduced as HR. 555 (and in the Senate it was introduced by Minority Leader Schumer as S. 117). The bill already has 83 cosponsors in the House. The bill is substantially the same as the last iteration which Congressman Evans cosponsored but with minor technical edits which were suggested by AARP. We would really like to see Representative Evans support our community again by becoming a cosponsor of the Disability Integration Act.

To cosponsor the bill, please contact Amy Bos at Congressman Sensenbrenner???s office.

Will Representative Evans cosponsor DIA?

Thanks,

Sophie Poost

Hello Darrell,

I dropped by the office about two weeks ago, however you were unavailable at the time. I wanted to reach out to ask if Representative Evans will cosponsor the Disability Integration Act again. The DIA was reintroduced last week as HR. 555 (and in the Senate it was introduced by Minority Leader Schumer as S. 117). The bill is both bicameral and bipartisan, and already has 52 cosponsors in the House. Last session Rep. Evans cosponsored the bill, then known as HR 2472. The bill is substantially the same with minor technical edits which were suggested by AARP.
