On August 30th, 2018, C4CI sent an email to Annika Christensen (annika.christensen@mail.house.gov) asking why is not a cosponsor of DIA and whether the representative would commit to being an initial co-sponsor of DIA if elected to the next Congress.

Spoke with Annika Christensen, Leg Asst. She said that this bill is in her pile to bring up with the Congresswoman first thing after the Aug. recess and the Congresswoman will be away for the whole recess. Then she brought up that there had been some concerns raised about this bill by constituents. She said they are worried about losing the housing they currently have (then talked about an example in a facility). I talked about the fact that this bill does nothing to limit choice in housing, just the opposite. I talked about the benchmarks for housing in the bill. Next she brought up the fact that CMS and their state are currently having issues. She mentioned both reimbursement issues as well as what sounded like an HCBS Settings Rule dispute. I emphasized that this bill deliberately does not change the definitions, specifically to avoid any problems which may arise due to that. I talked about this being a civil rights bill. I talked about it standing separate of what is already going on with individual states. She responded: ???I will have everything ready for her to sign on after she returns from recess???. We will need to follow up on this just to make sure that this is the case. I strongly suggest their office hears from constituents throughout the Aug recess in order to solidify this.

Ellen met with Annika Christensen, Health LA, on 7/19. She seemed eager to hear about the DIA. She is relatively new and hasn???t had a chance to review it in depth. As a previous cosponsor, Lawrence should be on the bill. I mentioned Dingell recently joined as a cosponsor. She was interested in the NCD data and about costs in Michigan. She asked about how fast this was moving. She would review and is presenting a bunch of bills to Lawrence before the recess. She asked for me to follow up in September.
